McQuillen appointed to Technical Advisory Board


   Jay McQuillen, Jr., P.E. manager of  Granite Construction Company, Southern California Operations, has been elected to the RPA Technical Advisory Board.
   McQuillen is a 1981 Graduate of University of Iowa and received his M.S.C.E. at Oregon State University. He started his career with Granite as a Project Engineer in 1986 and became the Nevada Operations, Area Manager in 1990.
   McQuillen moved to the Southern California branch at Indio in 1992 as the Assistant Regional Manager until his promotion to his present position in January,
2000.
   He was a Co-Op Engineer with the Iowa Department of Transportation from 1978-79 and a Student Engineer at Shive-Hattery and Associates from 1979-81. Following his graduation, McQuillen worked at a Staff Engineer for Northern Engineering and Testing in Boise, Idaho. From 1985 to 1986 he taught freshman course in Construction Engineering and Management at Oregon State University while earning his Masters degree.
   McQuillen has been active in AGC in Nevada and California and was selected by the FHWA to serve as a member of the Expert Task Group for Asphalt-Rubber Roadway Construction. He is a Board member of the Oregon State University Construction Education Foundation and a Member of the University’s Civil Engineering Advisory Committee. He was inducted into the Council of Outstanding Engineers at OSU in 2000. McQuillen served as Granite representative on the RPA Board of Directors from 1993 through 1998, winning election as vice president that year. Stonex joins LAW Engineering

   Anne Stonex has been named a senior pavement engineer for the Phoenix branch of LAW Engineering.
   James Carusone, asst. vice president, said Stonex will work with LAW’s national Asphalt-Rubber binder and Superpave clients as well as being a part of the LAW team managing a multimillion dollar contract with Caltrans. Dr. Gary Hicks, Professor Emeritus, Oregon State University is the Caltrans contract leader.
   Stonex is a former operations manager with the Northeast Center of Excellence for Pavement Technology (NECEPT) and the Northeast Regional Superpave Center at the Pennsylvania Transportation Institute, Penn State University.
   She is a graduate of Arizona State University, receiving her M.S.E. in 1985, and is currently completing her doctoral studies at Penn State.
   In addition to her work with the Superpave technology at NECEPT, Stonex conducted the PennDOT Bituminous Plant and Field Technician Certification program for nearly 3000 public and private sector personnel since 1997. She was also actively involved in regional coordination of HMA technology transfer and training activities and materials, including development of HMA related programs for the Mid Atlantic Region Technician Certification Program (MARTCP).
   She also conducted research projects on various bituminous paving materials and issues for PennDOT and the Northeast Regional Pooled Fund Study. Prior to her work in Pennsylvania, Stonex was affiliated with Western Technologies, Inc. in Phoenix as a materials engineer. From 1990 to 1994, she was the laboratory director and materials systems engineer with International
Surfacing, Inc., a pioneering Asphalt-Rubber firm.
   Stonex has also been a senior engineer with NTH Consultants of Michigan and was a research engineer with the New Mexico Engineering Research Institute at the University of New Mexico.
   She is an associate member of TRB and chairs the A2D02 Committee on Characteristics of Nonbituminous Components of Bituminous Paving Mixtures. She is also a member of the D04 Committee on Road and Paving Materials of ASTM and chairs the ASTM Subcommittee D04.45 Modified Asphalt Specifications. In addition, she is a member of the RPA Technical Advisory Board and the Tau Beta Pi and Chi
Epsilon Engineering Honor Society.


New membership
classification

The RPA Board of Directors has created a new membership classification for Hot Plant Operators and Contractors who do not produce A-R Binder.
   The new classification, “Non-Blenders,” which has annual dues of $1,000.00, was created to address the needs of Contractors and Hot Plant operators in existing and emerging market areas who have an interest in the Asphalt-Rubber paving industry. New assessment structure for crumb rubber producers
   The assessment structure for the “Producer” members has been changed to a flat annual fee of $12,000 for a single plant operator and $24,000 for multiple plant operators. This replaces the assessment based on the sale of crumb rubber for use in asphalt  pavement.

Anderson Elected to
Executive Committee
   Jim Anderson, Director of North American Crumb Rubber Sales and International Systems Sales for Recovery Technologies, Inc. (RTI) Cambridge, Ontario, Canada, was elected to the RPA Executive Committee at the Midyear meeting in Scottsdale, Arizona. Anderson was one of five shareholders that founded RTI in 1989. He has a Masters degree in Business and is a Chartered Accountant (CPA). He has been involved in the financial management of several manufacturing companies prior to entering the tire recycling business.
