Recycling Research Institute joins RPA as Affiliate.
Mary Sikora, founder of the Recycling Research Institute (RRI)
in 1986, has become the latest RPA Affiliate Member. The RRI
was established to develop and disseminate information concerning
proper scrap tire recovery, reuse, recycling and disposal. RRI
is an environmental consulting firm specializing in scrap tire
management and market development issues. Capabilities incude
legislative and regulatory policy/language development; market
research and feasibility studies; recycled rubber product development
analyses; and evaluation of scrap tire supply and diversion activities
on local, state, regional levels. In addition to publishing the
Scrap Tire News, the company develops and publishes the Scrap
Tire & Rubber Users Directory - an internationally acclaimed
business reference book for the scrap tire industry. The Directory

Funding Starts
The Recycled Tire Research and Engineering Foundation
received its 501-C-3 status from the Internal Revenue Service
on July 28,2004 positioning the Foundation to receive tax deductible
contributions, bequests, devices, transfers and gifts. George
Way, Chairman, announced that the East Arkansas Planning and
Development District has become the first sponsor for new Foundation.
The EAPDD has actively been pursuing the establishment of a crumb
rubber program in their state. Way also announced the Foundation
was recently placed under contract with the Arizona Department
of Environmental Quality to develop guidelines for crumb rubber
use in Portland Cement Concrete Mixes. Doug Carlson, Executive
Director for the Rubber Pavements Association will serve as the
Principal Investigator backed by an Expert Advisory Panel consisting
of James Willson, Executive Director, Arizona Cement Association;
Kamil Kaloush, Ph.D, P.E. Asst. Professor, Arizona State University,
Han Zhu, Ph.D., P.E., Tempe Tech, consultant; Robert Barkley,
Hanson Aggregates, Phoenix; H. Barry Takallou, Ph.D,P.E., President
of CRM; Mark Belshe, P.E., FNF Construction, Arizona and Gene
Morris, P.E. retired Director of Research, Arizona Department
of
Transportation.
The Foundation is now positioned
to seek funding for a variety of projects which include technology
transfer around the globe. To further opportunities in Latin
America, Andres Sotil, a native of Peru and a doctoral candidate
in Civil Engineering at Arizona State University, was chosen
by the RTERF Board to serve as a Technical Advisor.
Way said the Foundation is starting
a fund raising drive to secure sponsors from the private and
public sector. Sponsorship levels include Bronze, Silver, Gold
and Platinum categories with the Bronze for contributions of
one to ten thousand dollars; Silver, eleven to fifty thousand;
Gold, fifty one to one hundred thousand and Platinum at any contribution
over one hundred thousand dollars. The contributions will be
used to further the following goals of the Foundation:
- 1. Development of new tests and construction procedures
for asphalt-rubber based on the Strategic Highway Research Program,
AASHTO, and Superpave testing and design procedures.
- 2. Development of pavement designs to reduce surface
noise caused by tire interaction with rigid or aging pavements.
- 3. Evaluation of the use of crumb rubber processed
from scrap tires in old stockpiles.
- 4. Establish a program for engineering colleges to
provide exposure to the technology, encourage faculty and student
research and production of technical papers for appropriate symposiums.
- 5. Establish a scholarship program for undergraduate
and graduate civil engineering students interested in pursuing
a career specializing in Asphalt-Rubber paving materials.
- 6. Maintain a technical library that will collect
historical and current research papers and articles to be disseminated
to agencies, academia, and the general public. The Foundation
will also review papers not published in any other medium and
produce an annual journal.
- 7. Establish a training program for agency and engineering
firms, design, materials and construction engineers in the appropriate
use of rubber materials. This objective will be achieved through
workshops and field tours conducted by experienced technical
experts. The Foundation will also organize international conferences
to educate transportation agencies and paving contractors from
other countries interested in establishing a program for the
use of environmentally enhanced materials within their country.
- 8. Create educational materials in the form of videos
and print material for agency or public distribution. The Foundation
will also establish a website featuring current information on
rubber enhanced materials, with links to other organizations
with pertinent information on the same.
- 9. Establish and fund a Technical Advisory Board
comprised of Professional Engineers from the public and private
sector with expertise in the use of crumb rubber from scrap tires
in paving materials and other construction related applications
and consumer products.
