Faced with major interstate repairs in the
hurricane torn state of Florida, Mary Peters, the Administrator
of the FHWA, paid a visit to her former agency, the Arizona Department
of Transportation, ooking for techniques to shorten construction
times. She found a good example in an interchange construction
project on the San Tan (202) and Superstition (US 60) Freeways
in eastern Maricopa County, Arizona.
Ms. Peters said FNF Construction, Inc,
of Tempe, Arizona, had taken the project with a two-year
timetable and shortened it to about eight (8) months by building
detours that allowed the elevated ramps to be built simultaneously.

The praise from the FHWA is not the first national recognition
received by FNF Construction, Inc. which is headed by
Jed Billings, a Director Emeritus with the Rubber Pavements
Association (RPA) and Arizona Director for the National Asphalt
Paving Association (NAPA).
FNF gained a solid reputation with ADOT for
smooth pavements during the early nineties and was the winning
project for the national "Quality in Construction"
Award by NAPA in 1997. In 2003 FNF was again recognized by NAPA
for" Quality in Construction" for a project on the
I-40 near Winslow. Typical of ADOT pavement design, both pavements
were surfaced with a final lift of a 1/2 " of Asphalt-Rubber
ARFC (open graded) mix. FNF also received an AGC award for Excellence
in Construction for a Highway 89A project near Sedona, AZ that
year. Nearly 50 major awards grace their Tempe office walls,
among some of the more notable are the 1999 FHWA Environmental
Excellence Award for excellence in Wetlands and Other Ecosystems
for scenic state route 87 in Arizona and the Asphalt-Rubber
Ambassador Award from RPA in 2002. The latter recognizes FNF
for its assistance in developing new Asphalt-Rubber markets through
the U.S.
In addition to being consistently recognized
as the best in Heavy Highway Construction by numerous business
and

trade magazines, FNF is a company known for it's superb safety
practices and sharing that knowledge with the entire industry
contractors through the efforts of Mark Belshe, P.E, a past President
of RPA. In 2001 as Chairman of the RPA Committee on Environment
and Safety, Belshe produced a Safety Video for handling Asphalt-Rubber
binder and mixes.
The company also shared their knowledge
and expertise with the international paving community when two
of its engineers, Mark Belshe and Kevin Turner, presented a paper
at AR 2000 in Portugal. The paper entitled "Asphalt-Rubber
and Smoothness- A Winning Combination-One Contractor's Experience."
FNF literature contains the following mottos:

They live up to all and RPA is proud to have them as a member.
Harrington elected to Executive
Committee
Michael Harrington, Sales and Marketing Manager,
for BAS Recycling, Inc. of San Bernardino, California was elected
by the RPA Board of Directors to serve on the Association's Executive
Committee in July. He replaces Jim Anderson of Recovery Technologies
Group which has gone out of business.

Takallou is new Treasurer
Barry Takallou, Ph.D, owner of CRM tire recycling plants in Arizona
and California, was elected RPA Treasurer to fill the office
vacated by Murray Quance, formerly President of BAS Recycling.
TRMA Chair Heads Canadian
Association of Tire Agencies (CATRA)
Sid Hinton, Chair of RPA Associate member
Tire Recycling Association of Alberta was recently elected to
a two year term as Chairman of the Canadian Association of Tires
Agencies. CATRA's goal is to enhance the effectiveness of scrap
tire diversion and recycling across Canada through sharing of
information, expertise and resources. It serves as an umbrella
organization to address issues in inter-provincial or national
ramifications and includes represenatation from all Provinces
and the Yukon Territory.
