The California Rubberized Asphalt Concrete Technology Centers and RPA held two workshops for local public works agencies in October. The workshops were also attended by engineers from eight of the twelve Caltrans Districts. The six hour workshops covered Materials and Design Guidelines, Construction and Inspection Practices, Noise mitigation with AR, California Emission testing results, and experiences from cities and counties. The Arizona Department of Transportation's long term use and the developing research on the use of crumb rubber was also covered. The RAC technology centers were represented by Theron Roschen, P.E.of Sacramento DOT and Director of the Northern California RAC Technology Center and Erik Updyke, P.E. of the Southern center run by the County of Los Angeles DPW.

 Greg Connaughton, P.E., Asst. Director, Contra Costra County, relates his agency's 20+ years experience with Stress Absorbing Membranes (AR chip seals) which are still serving the county as interlayers.

More RAC Grant for California local agencies 

The California Integrated Waste Management Board has issued a "Notice of Funds Available" for the second round of Rubberized Asphalt Concrete project grants under SB 1346. Cities, counties and other local agencies funding public works project may apply for grants ranging from $6,250 to $50,000 for Asphalt-Rubber paving process utilizing at least (20) twenty pounds or more of crumb rubber per ton. The crumb rubber is required to be made from California waste tires. A total of $1,200,000 is available for the grants. Last year 70 local jurisdictions received grants in the first phase of the two year program. To receive an application call the CIWMB Grants Hotline at (916) 341-6441 or e-mail a request to tiregrants@ciwmb.ca.gov. Applications may be downloaded through http://www.ciwmb.ca.gov/Tire/Grants. Completed applications must be received at the CIWMB Sacramento office by 3:00 PM on Friday, January 14, 2005.

 New Caltrans Director

Governor Arnold Schwarzenegger appointed Will Kempton, a Folsom city official and a former lobbyist to run the Caltrans, a vast bureaucracy with around 3,000 employees and a $10 billion budget. Kempton, who holds a BS in Political Science from the University of San Francisco, started work for Caltrans in 1973 and served as Assistant Director for Legislative and Congressional Affairs from 1980-85. He was the Executive Director for the Santa Clara Transportation Authority from 1985-1992. He joined the lobbying firm, Smith, Watts & Co. and specialized in transportation issues. In 2003 he became the Assistant City Manager for the City of Folsom. Kempton will oversee the building, operation and maintenance of 50,000 miles of highway and freeway lanes in the State of California.

RAC & ROLL Tour in Northern California
The Northern California RAC Technology Center and the
RPA are teaming up to conduct a two day bus tour of
Asphalt-Rubber projects and other components of the
industry in the spring of 2005. Mini-workshops will be conducted
on the buses in between stops.
The last "RAC & Roll" tour was sponsored by Caltrans and
RPA in 1999. The upcoming tour will be open to all levels of
public works agencies in California. Watch your mail and
