Statement of Purpose
The RPA is a nonprofit organization incorporated in 1993. It is a successor of the Asphalt Rubber Producers Group founded in 1985. Its purpose is to encourage the increased and proper use of asphalt pavements containing recycled rubber. RPA shares information with agencies and individuals throughout the world on proven technologies of constructing pavements containing recycled scrap tire rubber. RPA members provide guidance to all agency policy makers on means of ensuring quality control and capacity of these processes while encouraging their use. RPA is comprised of companies, organizations and individuals involved in producing asphalt pavements containing crumb rubber from scrap tires.

 

Meet the RPA Team


Jeffrey Smith, President

Smith, marketing director for Baker Southwest, was elected to lead the association at its annual meeting in Indian Wells, California on January 17. He is a veteran in both the recycling and paving facets of the industry and well known to state and local transportation agencies throughout the west.

Smith started his career in 1976 with Sahuaro Petroleum & Asphalt, one of the first A-R contractors, and later joined the staff of International Surfacing, Inc. (ISI), where he rose from paving supedintendent to marketing director. Since leaving the paving side of the industry, he served as vice president of marketing for Tiregator, Inc. before becoming national sales manager of Baker Southwest in 1994.

Jay McQuillen, Vice President

McQuillen is the assistant regional manager for the Southern California region of Granite Construction Co. He has been an RPA director since 1993.

McQuillen, a graduate of the University of Iowa, worked as a co-op engineer with the Iowa DOT in 1979 and 1980 and then served with Northern Engineering & Testing in Idaho.

He taught at Oregon State University, where he earned his Master's degree, until 1986. He then joined Granite as a project engineer in Reno and has been at the firm's Palm Springs branch since 1992.

McQuillen is a member of ASCE, NSPE, and is a past president of the Northern Nevada Development Authority. He has also served as cochair for the AGC/Nevada DOT and the AGC/ Caltrans District 11 liaison committees. In 1994 he was chosen for the "Expert Task Group," an advisory committee for the A-R research being conducted by the FHWA and 32 states.

Jed Billings, Secretary


Billings, president of FNF Construction in Tempe, AZ, was elected to his second term as secretary. He is a graduate of North Yarmouth Academy in Maine and Arizona State University. He joined M.M. Sundt Corp. as regional contracts manager in 1982 after serving as general manager of Speer Construction in Phoenix. He moved to FNF in 1986.

Billings is a director of the Arizona AGC, secretary of the Asphalt Technical Institute, past president of the Arizona Rock Products Association, a member of the ACG/ADOT and AGC/ NMSHDT joint co-op committees, and an arbitrator for the American Arbitration Association.

Wayne Silvia, Treasurer

Wayne Silvia is president of Silvia Construction, Inc. of Rancho Cucamonga, CA and an RPA director since 1993. Prior to starting his construction company in 1989, he was general superintendent of Blair Paving for 11 years.


Silvia is a member of the Asphalt Recycling & Reclaiming Association and the California Asphalt Paving Association. He is an active member of the California industry task force that works with Caltrans. His company specializes in hot surface recycling, cold milling, and A-R pavements.

Robert Winters, Exec Comm

Winters, president of Atlos Rubber Inc., joins the RPA officers as the fifth member of the executive committee.

A pioneer in the asphalt rubber in industry. he was a partner with Charles McDonald, the inventor of the first successful "wet process" and a founding member of the RPA's predecessor association, the Asphalt Rubber Producers Group.

Atlos Rubber has been supplying crumb rubber to industry contractors since the early 1960's.
