Meet the RPA officers

Sidney Cox, 1st Vice President

General Manager, Cox Paving, Blanco, TX

Sidney Cox has worked in the family owned company, Cox Paving most of his life. Cox Paving is a pioneer in Asphalt-Rubber paving in Texas and in both Chip seals and Hot mixes. Sidney has been involved in the industry association since 1985 and served in a variety of offices as well as the Executive Committee. He is also an active member of the Texas Hot Mix Association, the Associated General Contractors and the National Asphalt Paving Assoc. He is currently serving on the AGC seal coat committee.


Cliff Ashcroft, 2nd Vice President

Vice President, California Operation
FNF Construction, Inc.

 

Cliff Ashcroft joined FNF Construction last year after a 11 year stint as General Marketing Manager with a Southern California Asphalt-Rubber contractor. His pavement career started in 1984 with the Equipment Division of Sully Miller Contracting in Southern California. Later he served as Plant Manager of Production and Sales at the Norwalk Concrete Plant of Blue Diamond Materials. Cliff has served as a Director and Co-Chairman for the RPA California Task Force for four years.

In addition to his responsibilities as an officer of the association, Cliff will serve as the Chairman for the Committee on Product Use and Promotion. Cliff has a solid reputation as an industry expert in the use of Asphalt-Rubber and is well known to public works agencies throughout the state.


Dr. Jorge B. Sousa, Secretary

Jorge Sousa received his Ph.D. in Civil Engineering from the University of California, Berkeley in 1986 following his Masters in C.E. in 1983. A Fullbright scholar, Sousa obtained a degree in Airfield Engineering from the Airforce Academy in Sintra Portugal in 1980 was licensed in Civil and Military Engineering by the Military Academy, Lisbon, Portugal in 1979. Sousa, who has introduced Asphalt-Rubber in Portugal, has authored or coauthored over 100 major research papers. Sousa joined RPA as an Associate Member in 1999 and became a full member when he established Recipav, an Asphalt-Rubber contracting company in Portugal later in the year.


Mark Chalfa, Treasurer

Asphalt-Rubber Engineer
Granite Construction Co., Indio, CA

Mark received his Civil Engineering degree from San Diego State University. Upon graduation he joined Granite Construction where he worked on large dirt projects, private developments and public highway projects including Asphalt-Rubber paving projects. In 1998 Mark was asked to head up Granite's Asphalt-Rubber Division. He is responsible for the bidding process, plant scheduling and management of the costs, crews and plant equipment for all of Granite Construction's Asphalt-Rubber operations. Mark has been a member of the RPA Board of Directors of since 1998.

Robert E. Winters, President

Atlos Rubber
Los Angeles

Robert E. (Bob) Winters is a second generation leader of Atlos Rubber, one of California's oldest producers of high quality rubber products. The company was founded in 1939. Winters is also a pioneer in the Asphalt-Rubber industry, founding the "Overflex Corporation" which developed the commercial application of the "Mc Donald Process" later known as the "Sahuaro" process (Type I).

Winters was also a founding member of the Asphalt Rubber Producers Group the predecessor of RPA. He has continuously served the association as an officer or director since 1985. He is also a member of the Rubber Division of the American Chemical Society, the International Tire and Rubber Association (ITRA) , the Los Angeles Rubber Group and several other organizations. He was honored by the ITRA in 1999 with the prestigious "Pioneer Award."

Stonex elected to TAB

Anne Stonex has been elected to the RPA Technical Advisory Board.

She is operations manager for the Northeast Center of Excellence for Pavement Technology, the Northeast Regional Superpave Center at the Pennsylvania Transportation Institute at Penn State University.

Stonex, a graduate of Arizona State University, received her M.S.E. Transportation in 1985. She previously served as the materials engineer for Western Technologies in Phoenix and was laboratory director for International Surfacing (now International Surfacing Systems) in Chandler.

An associate member of the Transportation Research Board, Stonex chairs the TRB Committee A2DO2 on Characteristics of Nonbituminous Components of Bituminous Paving Mixtures. She also chairs the ASTM Subcommittee DO4.45, Modified Asphalt Specifications.

She replaces Carl Monismith, who stayed on for three years. Thanks Carl. Welcome Anne.
