 Clemson Becomes First
Affiliate Member
Clemson University, which hosts the Asphalt Rubber
Technology Service (ARTS) Center in South Carolina, has
become the first Affiliate member of RPA. The new cate-gory
was created in August for agencies, universities and
other organizations who share the vision of RPA.

Doug Carlson Named RPA
Executive Director
Douglas Carlson, who has been with the Association since
1997, serving as Government Relations Director
and Deputy Director, was chosen by the Board to head up the RPA
Staff.
Carlson, a graduate of Arizona State University with
a degree in Business Administration is pursuing an advanced degree
in engineering and construction management. He is active in ASTM,
American Highway Users Alliance and serves as Secretary for the
Arizona Highway Users.
He was a Lieutenant in the US Marine
Corps and a recipient of the Kreigler Leadership Award in his
OCS class in 1995. Carlson is a veteran of the Desert Storm war
in the Persian Gulf.
Carlson succeeds Donna J. Carlson who
will be serving as Director of Communications, Editor of the
RPA News and Managing Director of the
501 © 3 foundation being formed to fund research and technology
transfer for the Asphalt Rubber industry.

The Rubber Pavements
Association is a nonprofit organization committed to increased
awareness and advancement of Asphalt-Rubber technology through
seminars, research and publications. The association only supports
proven paving processes which meet the ASTM definition D8-88
and standard specification D-6114-97 or public processes which
are routinely
used by two or more states. The RPA is governed by a Board of
Directors from member companies throughout the world. For membership,
