RPA President's Letter
"Kick It Up a Notch"

   Our company has been engaged in contracting in Texas for 36 years. We have specialized in Asphalt-Rubber applications,
both Hot Mix and Spray applied, since 1984. Most of these years, with the exception of the ill advised Mandate era, we have been a member of the
Rubber Pavements Association and strongly support a reasoned approach to the growth of the industry and constant product improvement through research and education.
   After serving as a Director and in nearly every office in RPA as well as it's predecessor organization, ARPG, I realized I should contribute at a higher leadership level and was honored to be
elected President at our Annual Meeting in South Padre Island, Texas.
   This decision was made after a "lead-ership" retreat in San Carlos, Mexico where two days of intensive brainstorming led to a strategic plan with five measurable goals to implement our mis-sion statement "Dedicated to the greater usage of high quality, cost effective asphalt pavements containing recycled tire rubber."
   The plan, which was adopted by our membership, holds great promise for the future of our industry. The goals address the needs required for Asphalt-Rubber paving materials to be adopted for routine use in every state in America as well as the rest of the world.
   The Goals, along with the action steps defined are as follows:

1.  Constantly pioneer and improve the technology base for Asphalt-Rubber usage and    marketing. Our members have pledged to accom-plish this goal by creating a 501 ©    3 foundation to pursue research objectives that have been recommended by our    Technical Advisory Board and to develop national and international strategic    partners in agencies, Universities and other organizations.

2.   Disseminate environmental and technical information about the use of the proven,    public processes of Asphalt-Rubber. This goal is to be achieved by building on the    excellent national and international seminar/outreach program we have witnessed    under our past Presidents, especially Jeffrey Reed, who set the all time record for    workshops and seminars (38) during his two-year term. We will also be stepping up    our communications systems through our website and Public Relations pro-gram so    the good news and successes can be shared on a broader basis. While our    association has been actively involved in ASTM and AASHT, look for a higher    visibility and participation in major engineering conference in the future.

3.   Provide technical training to assure QC/QA in all aspects of the indus-try. RPA    already took the first step in 1999 by commissioning a QC/QA research project by    Drs. Gary Hicks and Jon Epps. We are now poised to take the next step in focusing    on equipment manufacturers and set up a comprehensive training program for new    entries to the industry. Also included in our action steps are the development of    testing stan-dards by our crumb rubber producers and the development of "Best    Practice Guidelines" so owners will have clarity on their role in the process.

4.   Promote public recognition and acceptance of the successful use of    Asphalt-Rubber applications. Three years ago we started the annual awards program    and recognize agencies and individuals who have made significant contributions    toward improving the environment and providing the public with longer lasting    pavements. This program has been highly successful and will be expanded globally    to recognize contributions by other countries. We also intend to seek out additional    technical champions in new areas. This has already started through the inclusion of    the globe trotting Dr. Jorge Sousa of Portugal and Dr. Serji Amirkhanian, Director    of the Asphalt Rubber Technical Service (ARTS) at Clemson University in South    Carolina on our Technical Advisory Board (TAB). We have also tapped Dr. Barry    Takallou, who adds crumb rubber technology along with his pavement experience.

5.   Seek aggressively to expand RPA membership and membership partici-pation.    Typical of many organizations, our membership currently repre-sents around 60%    of those involved in our industry. To execute the type of programs that will bring    sustainable industry growth, we need broader participation. So the RPA Board has    committed to bringing more contractors and crumb rubber producers in to the fold    to assure agencies that QC/QA and product improvement is a standard for the entire    industry. Lastly, our Officers and Board are united in their commitment to be    actively engaged in the Association's business and programs. It was this spirit of    unity and purpose that finally convinced this Texan to step up to the plate. I look    forward to the support of the Board and the Staff in "kicking it up another notch."    You know what they say.. Don't mess with Texas!
