RPA Announces Foundation

    Sidney Cox, President of the Rubber Pavements Association, has announced the formation of the "Recycled Tire Engineering and Research Foundation," a non-profit, 501 © 3 entity, dedicated to exploring the beneficial use of crumb rubber processed from scrap tires in pavements and other transportation applications. He said the RTERF would focus on the engineering merits and providing technology transfer to appropriate agencies throughout the world.
    Cox said the Foundation has been a goal of the Association's long term strategic plan to address future needs of environmentally enhanced, sustainable, materials in the road building industry. Cox said the Foundation will actively seek grant monies necessary to meet the research and educational needs.
    Cox identified some of the goals of the Foundation as entering into partnerships,

contracts with Universities, agencies, or private research laboratories to conduct specific research, which will include:

  • Development of new tests and construction procedures for Asphalt- Rubber based on the Strategic Highway Research Program, AASHTO, and Superpave testing and design procedures.
  • Development of pavement designs to reduce surface noise caused by tire interaction with rigid or aging pavements.
  • Evaluation of the use of other sustainable uses for crumb rubber processed from scrap tires, including those in old stockpiles.

    The Foundation will establish a technical education program for civil and chemical engineering colleges as well as a training program for agency's design, materials and construction engineers and civil engineering firms. The Foundation will also sponsor national and international symposiums.
    Cox said the new Foundation would differ from the existing organizations that study a wide variety of recycled materials that are years away from use in roadway, other construction or products, in that it will focus on building on the research of a material that has already been proven to be beneficial and sustainable.
    He said the Foundation will be governed by a Board of Directors chosen from the RPA Technical Advisory Board with RPA's former Executive Director, Donna Carlson, serving as Managing Director.
