George Way New TAB Chair

George Way, Pavement Design Engineer for the Arizona Department of Transportation was chosen to lead the Technical Advisory Board at the RPA Annual Meeting in South Padre Island, Texas, February 7th. Way, who has been with ADOT since 1969 is known world-wide for his expertise with Asphalt-Rubber pavement designs. He has lectured on Asphalt-Rubber applications in several countries including Portugal, Belgium, Spain and Brazil and has hosted visiting delegations from Canada, Korea, Taiwan, Japan, China, Puerto
Rico, Mexico, Germany and Argentina
as well as other DOTs in the United
States.
He has authored scores of papers on
Asphalt-Rubber as well as Pavement
Design and performance and other related topics. He is a member of the National and Arizona Society of Professional Engineers, American Society of Civil Engineers, American Institute of Chemical Engineers and the Association of Asphalt Paving Technologists.

He is active in TRB, ASTM, the AASHTO Committee on long-term pavement performance, a part of the National Strategic Highway Research program and the Pacific Coast Conference on Asphalt Specifications. He has received the presti-gious
Dr. L. I. Hewes Award from WASHTO, the Management Science Achievement Award from the Institute of Management Sciences for his innovations in Pavement Management Systems and was chosen the
Young Engineer of the Year by the Arizona Society of Professional Engineers in 1983.

Technical Advisory Board has Busy Year

The RPA Technical Advisory Board,
established in 1997 has performed a
great service to the Asphalt-Rubber
industry by assuring that the product
would be promoted on sound engineer-ing
principles. The Board is now com-prised
of 19 of the nation's leading
experts in Asphalt Rubber technology.
The members come from a wide range
of public agencies, academia and private
companies. The Mission statement
of the TAB is to "Advance engineering
technology and implementation of
Asphalt Rubber." The five goals set to
achieve the Mission Statement are:
   1. Provide Policy and Technical
Counsel to the RPA Board of
       Directors.
   2. Provide technical insight and
       direction.
   3. Assist in establishing technical merits
       and values of Asphalt-Rubber.
   4. Identify, formulate and monitor
       research and development
       activities.
   5. Lead development and delivery of
       training education.
In 2000, under the leadership of Dr.
Jon Epps, the TAB developed a long
term strategic research program. After a day and one half of discussions on research needs, the 13 recommended projects were outlined in a book entitled "Asphalt Rubber Research and Development-An Industry Commitment to Excellence."

The drafting was done by Maghsoud Tahmoressi, former Bituminous Engineer for TXDOT who now heads up his own testing laboratory, PaveTex and Larry Smith, retired Florida DOT
Materials Engineer, who operates QIS Consulting.
In 2002, the TAB chaired by Jay McQuillen, P.E., Manger of the Southern California Operations of Granite Construction, added another level of research needs in their recommendations to the RPA Board. They also initiated a update of the strategic research book to include the areas of recommended research that is currently underway. That project is being done by Richard Stubstad of Eres Consulting with assistance from Jack Van Kirk of Basic Resources.
The TAB also chose George Way of ADOT, Jay McQuillen of Granite and Byron Lord of the FHWA to draft a paper on the "State of the Industry" for submission to Asphalt Rubber 2003 in Brazil in December. The paper outlines the TAB's role in promoting research as well as the Association's response by sponsoring over $500,000 in projects since 1997.
The four additional research projects of immediate industry needs rec-ommended
to the RPA Board by the TAB at the Annual Meeting South Padre Island, Texas in early February includes:
   1. Noise Data Synthesis
   2. Environmental-Emissions Synthesis
   3. Performance Evaluation-Development of        Review Model
   4. Health and Safety Synthesis Annual        Meeting in South Padre Island, Texas in        early February.
