Summary:
The Intermodal Surface Transportation Efficiency Act of 1991, commonly referred to as ISTEA, initiated major changes in
the Federal-aid highway program.  Section 1038 of ISTEA contains provisions for each State to begin incorporating scrap
tire rubber into their asphalt paving materials.  A number of activities are underway as a result of Section 1028, and I
would like to briefly highlight them for you.  Then I will share some comments on the implications of the section.  The
workshop is one of our activities to address Section 1038.  It is intended to “jump start” our understanding of HOW
TO…HOW TO properly design and HOW TO properly construct asphalt pavements which incorporate scrap tire rubber.  
The workshop was developed through the cooperation of highway agencies and the asphalt industry and will discuss
present procedures and practices for this technology.  The workshop is not intended to be a forum for debating the
research or implementation provisions of ISTEA Section 1038.
